It always fetches the last release but it doesn't know if the last release is new or not. However if you go manually download the game there https://github.com/CleverRaven/Cataclysm-DDA/releases and get the release named `cdda-windows-tiles-sounds-` or `cdda-linux-tiles-sounds-` it will automatically have the latest version of the soundpack. But the launhcer doesn't download that becasue it is 5 times heavier than the game and the soundpack doesn't update that often
