It allows to do pretty much what I used jQuery for - select dom elements easily, add listeners easily, and more, it works even when adding dynamically new elements in the dom which was always a bit annoying to handle with jQuery, so you can use things like Turbo with it and your website will feel like an SPA without the complexity.
I like Stimulus, it was a bit pushed by Symfony with their ux thing.
