I've read elsewhere that Tor with "pluggable transports" (obfuscates traffic) over "bridges" (unlisted proxies) work (kinda at least). https://support.torproject.org/censorship/connecting-from-china/ archive.org link I think the Tor browser also have some built in way of getting bridges by solving captchas. And there's https://getoutline.org/ - and VPN-like system specially designed for not being detected as a VPN. You need to find a server though. PM me if you're interested. I'm thinking about setting hosting an instance in Google cloud or similar, but need a way of distributing the IP.
