Building a game with localization in mind?
For text, spreadsheets are preferred, because that's what localization teams will want to work with. You can then export them to a CSV text file, and read them with something like this. Or, you can convert to JSON if you prefer. But I wouldn't author it in JSON.

If you're interested, I've got a CSV reader I wrote a while ago, so you can see how I set up some unit tests using CMake. The two test libraries I mentioned both work very similarly, and are quite simple to use once you get the hang of it.
