Tailwind is great, but creating everything from scratch is annoying. A nice base of components which can be extended with tailwind would be great. There are a few tailwind frameworks like Flowbite, Daisy Ui, but I like Bulma, PicoCSS and Bootstrap.
I chose Tachyons over Tailwind because Tachyons is an atomic CSS framework, similar to Tailwind, however it's much lighter weight. Tailwind tends to be a bit heavier without using post CSS processing so I wanted to stick with something smaller.
Agreed, find a class-less framework to start, so that you focus on just the HTML, semantic structure first. Here's a couple of lists of such frameworks:

Personally, I like simple.css (https://github.com/kevquirk/simple.css)

Project mention: Best 'thing' in which to design a self-hosted website? | /r/selfhosted | 2023-07-11I tried https://mobirise.com and the results look great (things like video backgrounds with overlays etc), but you have to pay through the nose to actually use most of it and I only want to play around.
> cd (the root directory of the Git project) > mkdir themes > git submodule add https://github.com/devcows/hugo-universal-theme.git themes/hugo-universal-theme
Now it's time to create the HTML and CSS that will make up the pages of your portfolio. You can do this using a code editor like Visual Studio Code, and you can use a framework like Bootstrap to make the process easier. There are also many free templates available to help you get started. Here's a link to the template I'm using.
