For example, you can lint your CSS content with Stylelint, or even lint your README files with markdownlint, etc.
It’s in the src/scss directory but they’re not using that much except overriding bootstrap which has its own.

For many years, Culture Amp took the second option, and distributed shared components without compiled CSS. This meant that every app that consumed shared components needed to include the necessary CSS build tooling – at that time CSS Modules and node-sass – with a compatible version and configuration. This was relatively easy to set up, but over time proved difficult to maintain. When node-sass was deprecated in favour of (the much faster but slightly incompatible) Dart Sass, this demanded a difficult lock-step migration across all those codebases, which we have yet to achieve. And as new applications have switched to Tailwind for their own styles, they've had to continue to maintain those old build tools in parallel for the shared components' styles.
Carbon Components is a Svelte component library that is built on top of the Carbon Design System, an open source design system by IBM. The components look very minimalistic (especially styling based on gray color saturation) but probably would fit in some business-looking app. In defense it must be said that the library offers a big number of Svelte components with advanced functionality.
Agreed, find a class-less framework to start, so that you focus on just the HTML, semantic structure first. Here's a couple of lists of such frameworks:
